College of Letters & Science Classified Staff Issues Committee (CSIC) Bylaws

CSIC Mission:

The charge of the College of Letters & Science Classified Staff Issues Committee is to represent the College’s classified staff in advising the Dean on the development and review of all College policies and procedures affecting classified staff. In addition, the Committee will provide advice to the Dean on developing opportunities for participation of classified staff members in department and unit governance, and develop opportunities for recognition of classified staff member contributions to the College’s mission and to the excellence of its programs.


Membership:

The College of Letters & Science Classified Staff Issues Committee will consist of seven members: five elected by the College’s classified staff, one appointed by the Dean and one appointed by the Wisconsin State Employees Union. All elected and appointed members shall be classified staff holding an appointment within the College. The committee make-up will be consistent with the make-up of the entire College classified staff (non-reps, WSEU, WPEC etc). The Dean appointed member will be chosen with an eye to enhancing balance among various groups. The Dean will chair the committee and the College Human Resource Manager will be member ex officio.

To assure representation of all classified staff in the College and to provide a variety of perspectives, each elected/appointed member will represent the entire classified staff of the College, not a particular constituency. Therefore, all elections will be at large: all classified staff members with an active appointment at the time of election will be eligible to vote in the election.

A nomination sub-committee will be established to solicit candidate nominations every two years for vacated committee seats from the College of Letters & Science Classified Staff. The election process will be coordinated by the College Human Resource Office.

Staff accepting nomination to CSIC will submit a brief statement to the College Human Resource Office. The statements will be included on the ballots at the time of the election, which will normally be held in the spring every two years or when necessary. The candidate(s) receiving the majority of the votes cast will be the newly appointed committee member(s). The established roster will also be used to fill mid-term vacancies when necessary.

Elected members and the Dean appointed member will normally serve three year terms, The union appointed member will serve as long as the union would like them appointed. Mid-term vacancies will be filled off of the most recent committee member nominee roster. Mid-term appointees will serve for the remainder of the vacant term and may run for re-election.

The procedures for the election/nomination of classified staff members to the committee, and any changes thereto, shall be approved by the current CSIC members.

Procedures:

The CSIC shall hold regular meetings on the fourth Tuesday of each month at 1:00 p.m. in 304 South Hall during the academic year. Continuing meetings throughout the summer will be determined by the Dean and committee members in the spring of each year. If the fourth Tuesday of the month falls on a holiday, the committee and Dean will decide whether or not to schedule the meeting at another time. Notice about date and time changes of the meetings will be sent to the College classified staff at large.

Only members of the CSIC may be seated at the table and be regularly involved in discussion of committee business. The College classified staff are welcome to attend meetings of interest to them as visitors and will be seated around the outside perimeter of the room. Visitors may provide input to the meeting by raising their hand and being called on by the Dean. Closing of a meeting, closing of a part of a meeting or tabling of an agenda item can be requested by a committee member at any time subject to a majority vote.

A draft agenda will be sent to committee members within a reasonable period of time in advance of the meeting to allow additions and changes to the agenda. Additions and changes to the agenda may be made by emailing the Human Resource Manager. A final agenda and minutes of the meetings will be sent to the College classified staff at large.
