IV. 4 JOINT GOVERNANCE and FACULTY L/I APPOINTMENTS Departmental executive committees may wish to extend some form of association to a faculty member from another department. Such associations may range from an informal arrangement involving an invitation to attend certain departmental functions, to a formal affiliation, or to a formal joint governance appointment. An affiliation appointment, which requires the Dean's approval, is limited to legal faculty members for a specific fixed term and carries no governance rights in the host department. A joint governance appointment is an official personnel action requiring Dean's approval. A joint governance appointment carries governance rights and is limited to a specified term of no more than three years, renewable. There are two types of joint governance appointments. A "joint executive appointment" confers voting membership in the department and its executive committee and can be granted only to tenured faculty. A "joint departmental appointment" confers voting membership in the department but not the executive committee. Joint departmental governance appointments can be given to tenure and tenure-track faculty as well as academic staff. Affiliate appointments can only be awarded to tenure-track and tenured faculty. (See FPP, 5.12 and 5.13 for the faculty legislation.) Per FPP 5.20, please keep in mind that faculty members who hold a less than 50% continuing tenure appointment do not have voting privileges on the departmental Executive Committee (unless the department in question was the principle sponsor of the appointment). Therefore, a joint governance appointment must be approved by the Dean if the department wishes to extend voting privileges to the faculty member. Departments considering such appointments should be sure all parties understand the terms of the appointment, such as any voting rights, the length of the appointment, any expectations of instructional or committee responsibilities, any prospective budgetary or tenure commitments, etc. Faculty L/I appointments (used for UW System faculty not employed by UW-Madison)Occasionally a departmental executive committee may wish to arrange an appointment of or association with a faculty member from another institution in the UW System. These appointments, known as "Faculty L/I (Location/Institution)" appointments, may involve teaching, or they may be "courtesy appointments". Several of these appointments have been made in programs where UW-Madison is engaged in a formal curricular partnerships or collaborative academic relationships with other UW System institutions. As with affiliation and joint governance appointments, the extension of an L/I appointment must have the approval of the faculty of the UW-Madison department; though there are no formal rules governing how that department-level approval is granted, procedures similar to approving extension of affiliation status may be appropriate. If the L/I association involves partial or full funding (as when the faculty member is teaching a UW-Madison course), the individual is typically appointed to the department at the individual's current title and salary with the budget comment L/I. The L/I designation, rather than the adjective "visiting," should be used in these cases, to denote appointees from other UW System institutions. Affiliation and joint governance appointments for individuals at other UW System institutions should also be noted with the budget comment L/I. Finally, Faculty L/I are members of the academic staff, and steps that apply to academic staff hiring and appointments apply to them; however, PVLs and open recruitment are not required for these titles. Regardless of funding source, the Academic Associate Dean must approve some L/I faculty appointments, particularly those that relate to academic programming or instructional collaborations. No Associate Dean approval is required for appointments involving only research collaborations across UW System institutions. Routing for Faculty L/I requests:
