AND COLLEGE POLICY AND RELATED DOCUMENTS
Throughout this handbook, we
have referred to several documents departments should consult as they
conduct their daily business. Here, we list those University policy
and other resource documents we consider most important to have on hand.
While this list may vary from department to department (depending, for
example, on the number and type of graduate assistants or the extent to
which members engage in sponsored research), certain documents are essential
to understand the way UW-Madison works.
Where possible, we have provided
links to online versions. Please consult the appropriate campus
unit for additional or updated copies of campus or System policies; contact
the Dean's Office for College documents.
UW-Madison Overview
- University Communications
compiles information about the Campus in Profile, which is available
at http://www.wisc.edu/about/.
This site is a compendium of information, and includes links to some
interesting facts
and figures that help describe the University.
- The UW-Madison Data Digest
is prepared by the Office
of Academic Planning and Analysis (http://apa.wisc.edu/).
The Data Digest contains useful, official information about the
whole university - - and the College of Letters and Science within that
realm - - in a succinct graphical format. The current data digest, as
well as editions from years past, is available through the APA site. APA also assembles information on students for the "College Portrait", enabling the university can participate in the Voluntary System of Accountability. The VSA initiative involves 4-year public colleges and universities belonging to the American Association of State Colleges and Universities (AASCU) and the Association of Public And Land-Grant Universities. The VSA is designed to help institutions demonstrate accountability and stewardship to their publics; measure educational outcomes to identify effective educational practices; and assemble information that is accessible, understandable, and comparable.
Personnel and Policy
Handbooks
- Handbook: University
of Wisconsin-Madison (primarily for faculty). Published and revised
periodically as required by the Secretary of the Faculty. Not yet available
online. Includes the following three major policy documents:
- Wisconsin
Statutes, Chapter 36, dealing with the University of Wisconsin
System.
- Wisconsin
Administrative Code, Rules of the Board of Regents of the
University of Wisconsin System. Covers personnel policies for faculty
and academic staff; code of ethics; outside activities; student disciplinary
procedures; conduct on University lands and property; sick leave.
- Faculty
Policies and Procedures, as adopted and revised periodically
by the UW-Madison Faculty Senate. Faculty legislation, appended to
FPP contains information on such matters as departmental
personnel records policy and policies on use of University facilities.
- UW-Madison Personnel
Handbook. Issued by Academic and Classified Personnel Offices; outlines
general personnel policies for UW-Madison appointments. Among
many other essential documents, this handbook contains:
- UW-Madison, Policies
and Procedures Governing Academic Staff Appointments (Short
Title: UW-Madison ASPP, located online at http://acstaff.wisc.edu/policies/).
Copies of the ASPP should be given to new academic staff members
as they are hired.
- Classified Personnel

- Classified Personnel

- This document, the Letters
and Science Handbook. This document is updated each summer; during
the academic year, we will e-mail department chairs and administrators
to alert them about any major revisions that might be made (such as
sections added or substantially revised) to reflect changes in policy
or procedures.
- Orientation
Handbook . Produced by the Center
for the First-Year Experience, this document provides general information
for new students.
Recruitment and Hiring
- Search
Handbook for Faculty, Limited, and Academic Staff Appointments,
March 1998. Distributed by the Academic Personnel Office. Provides information
on the recruitment and hiring of faculty and academic staff with an
emphasis on search strategies which promote affirmative action and equal
opportunity.
- The Women in Science and Engineering Leadership Institute (WISELI)
offers training for search committees to recruit and hire an excellence
and diverse faculty. More information, including WISELI's guidebook
for search committee chairs ("Searching
for Excellence & Diversity") is available on the WISELI

- UW-Madison New Employee
Benefit Packet (revised annually). Copies must be given to new appointees
as they begin employment. The packets may be ordered through the
Employee Compensation and Benefits Services office online at http://www.bussvc.wisc.edu/ecbs/uwempl-forms-order.html;
benefits booklets are also available on the ECBS website at http://www.bussvc.wisc.edu/ecbs/emp-info.html.
(As a cost-saving measure, benefits booklets are no longer included
in benefits packets.)

Prohibited Harassment
and Discrimination (including the campus statement on consensual
relationships)
- Section 36.12
of the Wisconsin State Statutes prohibits discrimination against
students:
No student may be denied
admission to, participation in or the benefits of, or be discriminated
against in any service, program, course or facility of the system
or its institutions or centers because of the student's race, color,
creed, religion, sex, national origin, disability, ancestry, age,
sexual orientation, pregnancy, marital status or parental status.
- UW-System Administration
UW-Madison
Faculty Policy on Access and Accommodation in Instruction 2
May 1994, faculty document 1071. Explains university principles,
structures, and processes regarding accommodations for students with
disabilities. Also see UW-System Administration Policy. Specific questions
may be directed to departmental or unit Access and Accommodation Resource
Coordinators (AARCs).
- Prohibited Harassment: Definitions
and Rules Governing the Conduct of UW-Madison Faculty and Academic Staff,
Faculty Document 786, February 6, 1989 (Note: The "Speech
Code" provisions were revised 1 March 1999 as Faculty Document

Academic Misconduct.
The Dean of Students Office has created a website for students and instructors

This site contains the UW-Madison rules and procedures for dealing with
academic misconduct, and provides suggestions to instructors for how to

This site is maintained by the Division of Continuing Studies, Office

for New Graduate Students. The Graduate School offers information
online for new graduate students, including links to managing nonacademic

Between the State of Wisconsin and the Teaching Assistants' Association,

- Budget
Instructions. Issued annually by the Office of Budget Planning and
Analysis and distributed to departments through the Dean's Office.
- UW-System
Travel Regulations. Financial Policy and Procedure Paper #36
(Revision 8), September, 1997. Provides information on policies and
regulations related to travel; updated periodically and distributed
by the Office of the Director of Business Services (UW-Madison).

Resources Supporting
Excellence in Teaching and Learning
The Associate Vice Chancellor for Teaching and Learning works with deans,
directors, campus-wide groups, and others to carry out UW-Madison's teaching
and learning missions. One strategy for achieving this mission has been
the development of a "clearinghouse" style website that lists
a variety of initiatives that support excellence in teaching. Two websites,
in particular, provide a wealth of information, including links to a wide
variety of groups interested in sustaining and promoting excellence in
teaching and in learning at UW-Madison:

Research
and Extramural Support
- For
information about Extramural Support Guidelines, patent policies, and
guidelines for human subjects research, please refer to the L&S

- The Graduate School Office of Research and Sponsored Programs (RSP)
maintains a website devoted to ensuring that research is conducted responsibly
at UW-Madison (http://www.rsp.wisc.edu/).
A series of links are provided there to help campus researchers comply
with federal, state and University research regulations, including information
about research involving human subjects and the training required of
all key personnel working on human subjects research projects.
RSP
also provides oversight for the annual requirement that UW researchers
disclose outside activities and financial interests. To learn more about

Record
Keeping
Archives
and Records Management Services. This office provides information
on departmental records reponsibilities, state statutes relating to records,
policies and procedures of the Archives, and campus-wide record retention

Smoke-Free Policy
UW-Madison's smoke-free policy can be found on the Vice Chancellor's

The office of the Vice Chancellor for Administration, room 100 Bascom,
262-9943, has been designated as a clearinghouse for complaints and other
smoking policy matters.
