OFFICE UNITS WITHIN L&S ADMINISTRATION
Dean's Office Dean Gary Sandefur is the chief academic and operating officer of Letters and Science. In consultation with the Associate Deans and the Academic Planning Council, and with the assistance of others as needed, he focuses particularly on policy development, academic program review, strategic planning, resource development and allocation, faculty recruiting and retention, alumni and external relations, and fund raising. Within the Dean's Office, Beth Quandt Hartzheim serves as Assistant to the Dean. Joyce Helt is the principal faculty personnel officer for L&S, and is responsible for Position Vacancy Listings (PVLs), Recruitment Effort Plans (REPs), letters of offer and retention, review of probationary faculty, review of tenured faculty, and faculty leaves of absence. Vera Crowell is the receptionist and also assists the Dean, Joyce Helt, and Beth Quandt Hartzheim in their work. The faculty Academic Associate Deans are, in general, department chairs' first resource for most questions regarding faculty, instructional academic staff, and special needs. The faculty Associate Deans are : Charles Halaby, Social Sciences; Magdalena Hauner, Arts and Humanities; and Eric Wilcots, Natural Sciences. Susan Ellis Weismer , Associate Dean for Research, assists the dean in areas related to the research mission of the college. (NOTE: During Associate Dean Susan Ellis Weismer's sabbatical, Associate Dean Bill Barker will oversee the Research Services area.) These areas include Pre-award Research Services, Human Subjects, Animal Care and Use, College-Corporate Relations. Dr. Nancy Westphal-Johnson is the Associate Dean for Undergraduate Education and Academic Administration. This area includes a range of duties that support the academic mission of the college: the university general education program, summer sessions, course access, short-term staffing, graduate assistant budgets, TA training, administration of TA and PA appointments, distributed learning and for-credit outreach, and service learning and community-based research activities; finally, in collaboration with the Associate Dean for the Humanities (Magdalena Hauner), this position is also responsible for the work of Learning Support Services. The Associate Dean for Administration (Anne Gunther) is responsible for Budget, Planning, and Finance, Business Services; Personnel; Payroll; Employee Benefits; and Administrative Information Technology. Dr. Ann Groves Lloyd, the Associate Dean for Student Academic Affairs, oversees the areas described in greater depth in Chapter VI of this Handbook, including L&S Student Academic Affairs Policy, Programs and Services. Dr. Judi Roller serves as the Associate Dean Cross- College and Diversity Initiatives. In this capacity, she is responsible for a series of specfic projects: the L&S Advanced Opportunity Fellowships; the L&S Community of Graduate Research Scholars, the NSF AGEP-SBE grant; and collaboration on specific projects with other schools and colleges (e.g., L&S/School of Education teacher education). Academic Planning, Program Review and Assessment, Assistant Dean Elaine Klein provides curricular and academic planning information and assistance to the Dean, the Associate Deans, departments and the two committees that address academic and curricular concerns at the College level, the L&S Academic Planning Council and the L&S Curriculum Committee. Dr. Klein also assists the Dean and Academic Associate Deans with the regular review of academic programs and the assessment of student learning, and serves ex officio on the University General Education Committee, University Assessment Council, and the Associate Administrative Council. Budget, Planning, and Finance Budget Planning and Finance is responsible for fiscal policy and program analysis and provides services in the following areas: development of the annual unclassified, classified, supply and capital budgets; administration of the annual merit exercise; budget management and control; development of the budget transfer reports and budget planning allocations; indirect cost capital exercise; preparation of auxiliary and related budgets; post-audit of external accounts, transactions with the UW Foundation and the UW System Trust Funds. Business Services The L&S Business Services Office is responsible for auditing the College's non-salary business transactions such as requisitions, travel expense reports, registrations, subscriptions, memberships and payment to individual reports. The Business Office staff provide advice and interpretations on University rules and regulations, offer training, assist L&S departments in monitoring the financial status of their accounts, and advise L&S departments on the use of various mainframe accounting transactions. Requests for UW-Madison purchasing cards and revenue producing accounts are also approved through this office. The Office also approves requests to serve alcoholic beverages on campus for L&S units. Assistant Dean Mehdi Rezai oversees this area; departments/programs may also contact the following individuals:
Communication and College Relations Assistant Dean Lucy Mathiak, as the Director of Communications and College Relations, is responsible for college level development and stewardship initiatives with the UW Foundation, alumni relations with the Wisconsin Alumni Association, state and legislative relations, media relations, and college publications such as the alumni newsletter, Letters and Science TODAY and the Letters and Science Annual Report. Megan Costello, as the outreach specialist, is responsible for the Letters and Science Board of Visitors and as a liaison with the departmental boards in the college. Megan maintains close contact with development directors at the UW Foundation and staff at the Wisconsin Alumni Association. Megan also produces and manages the Letters and Science New and Notes blog (blogs.ls.wisc.edu/lsnews) for internal communication among campus units. She also serves as an ex-officio member of the Wisconsin Alumni Association Board of Visitors and represents Dean Sandefur at various campus meetings. Employee Benefits The employee benefits program for the College is administered by Employee Compensation and Benefits in the Office of Human Resources at 21 N. Facilities Administration Assistant Dean Christopher Bruhn oversees facilities administration as it pertains to the instructional and research needs of the College. These responsibilities include day-to-day administration of space and minor remodeling needs, decision-making for College remodeling funds, coordination of the instructional laboratory modernization program and capital budget development for the College, space allocation, and representing L&S on the Campus Space and Remodeling Policies Committee. Chris also oversees the Continuity of Operations Plan (COOP) fir L&S with Associate Dean Bill Barker. Human Resources The unclassified personnel section, headed by Assistant Dean Margaret Sullivan, is responsible for a wide range of issues and policies related to unclassified personnel. These include academic staff, limited appointments, employees-in-training, research assistants, fellows, and trainees. This office handles Position Vacancy Listings, letters of offer, rate and title changes, non-renewals and layoffs, Academic Staff Policies and Procedures, job security and performance issues related to these groups. The unclassified personnel section serves as a liaison with the Office of Human Resources Academic Personnel Office, the Graduate School, and other campus offices. On a day-to-day basis, Asst. Dean Sullivan focuses primarily on continuing non-instructional academic staff and on research academic staff, including employees in training. Joyce Helt is the principal academic personnel officer for faculty. James Hovland is the principal personnel officer for short-term instructional academic staff. Diana Allaby is the Human Resources Manager for classified staff and functions as the appointing authority for all personnel actions authorized under State civil service statutes, personnel rules, collective bargaining agreements, and policy directives for the College's 450 FTE permanent classified staff positions. Management Information Services (L&S Administration) The College has established an administrative position to deal with information technology issues, and to provide additional computer expertise within South Hall and in L&S Student Academic Affairs units located in in Bascom and Ingraham Halls. Griffith Randel (gbrandel@wisc.edu) serves as the director of Management Information Services for these administrative units. Faculty and staff who need assistance with instructional technology should consult L&S Learning Support Services (below), which serves L&S faculty, staff, and students. LSS provides a variety of services and programs to help faculty make effective use of educational technology, from overhead projectors to video players to language labs to laptop computers. Learning Support Services Faculty and staff across L&S who need assistance with instructional technology in the classroom or online should consult L&S Learning Support Services, a learning resource department serving Letters & Science faculty, staff, and students. LSS provides a variety of services and programs (facilities, equipment, consulting and media production) that generally are free to L&S instructors. Payroll The payroll section of the office carries out the payrolling of classified and unclassified staff on all sources of funds, which includes over 1,500 faculty, academic staff, limited appointments, and employees-in-training, almost 1,800 graduate assistants each year, and 450 FTE classified staff. The section also provides assistance for sick leave and related leaves, vacation, and other employee benefits. The supervisor of this unit is Lisa Oie. Research Services The Office of Research Services is responsible for the review and approval of extramural support proposals by College faculty and academic staff principal investigators (PIs), approval of PI status for academic staff investigators and assignment of National Science Foundation (NSF) passwords for electronic submission of NSF proposals. Assistant Dean Linda Johnson is available to assist faculty and staff with these services. Dr. Bill Barker is the Associate Dean for Technology Transfer and Regulatory Compliance, and is responsible for regulatory compliance and College-Corporate Relations. Mehdi Rezai is responsible for processing gift monies, gifts in kind and no-fund account as well as serving as the College Personnel Activity Report (PAR) coordinator. Research - Human Subjects An assistant dean (currently vacant) directs the Human Subjects Research Office. She is responsible for coordinating the review of all protocols submitted to the Social/Behavioral Sciences (SBS) and Education (Ed) Institutional Review Board (IRB - i.e. Human Subject Committee) including protocols for continuing review and amendments to active protocols. Assistant Director Lillian Larson and Assistant Director Michael Bingham are available to conduct training sessions on human subject research for departments upon request. Service Learning and Community-Based Research The Associate Dean for Undergraduate Education and Academic Administration leads the L&S efforts in service learning and community-based research. Dr. Andrea-Teresa "Tess" Arenas is the Director of the College of L&S's Office of Service-Learning and Community Based Research. Dr. Arenas assists L&S faculty and instructional academic staff who seek to develop new or revise existing courses to incorporate service-learning and/or Community-Based Research (CBR) components. Teaching Assistant Training The training of teaching assistants is of increasing importance to the College, not only because pedagogical training for new teaching assistants is a contractual requirement, but also because of the impact such training has on student learning. Under the auspices of the Associate Dean for Undergraduate Education and Academic Administration, Dr. Brian Bubenzer (coordinator of the L&S TA Resource Center) helps departments and their TAs with many aspects of TA training, from college-sponsored TA training workshops to individual consultation.
